ACCESS TO THE AIRPORT

All people who work continuously in the airport premises are authorised to apply for the issue of an Airport Entry Pass, in particular those belonging to:

  • Government institutions;
  • Airport Operator;
  • Other subjects who work occasionally or continuously at the airport.

AIRPORT ENTRY PASS (T.I.A.-Tesserino di Ingresso Aeroportuale)

The Airport Entry Pass is the document that enables entry and access to the airport premises, landside or airside, limited to the person’s working hours. The card must be worn visibly, it is issued by the Airport Entry Management Office and is valid only for Forlì Airport.
Its validity is linked to the duration of the contract and/or tender up to a maximum limit of 5 years.

How to apply

The following documentation, legible in all parts, is required:

  • Application Form completed in all parts, stamped and signed by the legal representative of either the candidate’s employer or the reference company.

  • Statement regarding job experience, education training and any suspension (lasting more than 28 days) in the last 5 years, completed in detail in all its parts;

  • Copy of a valid identity document. If the applicant is a foreign citizen, it is necessary to attach a copy of an identity document, issued by the country of origin, which gives the right of entry into the Italian territory. In the case of a non-EU citizen, a copy of the residence permit or visa must be attached. For those who, in the last 5 years, have resided in a State other than Italy, the police certificate issued by the Authority of the country of residence must be attached;
  • Copy of National Insurance Card;
  • Copy of the employment contract or declaration by the company’s legal representative or his delegate, showing the start and end date of the contract;
  • Copy of the contract and / or subcontract agreement or declaration signed by the legal representative or his delegate;
  • Copy of the certificate of attendance of a CAT A13 security training course, compliant with the provisions of ENAC SEC 05 Circular;
  • Copy of the PRM (Persons with Reduced Mobility) training course certificate for people working in contact with the public.

The documentation can be delivered directly to the Airport Entry Management Office or sent, in a single instance complete with all attachments, by email to “ufficio.permessi@forli-airport.com”.

TRANSFER FROM ANOTHER NATIONAL AIRPORT

The issue of an Airport Entry Pass to a person already in possession of another national Airport Entry Pass does not require:

  • Personal background checks;
  • Certificate of attendance on a security awareness course.

The application must be submitted to the Airport Entry Management Office enclosing the following:

  • Application Form (Mod. SEC 01 C) completed in all parts;

  • Statement regarding job experience, education training and any suspension (lasting more than 28 days) in the last 5 years, completed in detail in all its parts;

  • Copy of National Insurance Card;
  • Copy of the entry pass for the other airport;
  • Copy of the supply contract/subcontract agreement, in case the applicant is not included in Forlì Airport’s List of Qualified Economic Operators, periodically updated by the Airport Operator;
  • Airside Safety Course Certificate obtained at Forlì Airport, when applying for red or green band passes..

The expiry date of the pass will be linked to the work activity to be carried out at Forlì Airport and cannot in any case exceed that indicated on the other airport’s pass.
When transferring from another airport, the issue of an entry pass, shall be first authorised by the Airport Operator Security Manager, or the person delegated by him.

VISITOR ENTRY PASS (T.I.V.-TESSERINO DI INGRESSO VISITATORE)

A person who exceptionally or occasionally needs to access security restricted areas may be exempted from the requirements for requesting an Airport Entry Pass and the obligations on personal background checks provided that they are escorted every time they are in a security restricted area.

The escorting person must keep the escorted person under direct visual control.

Individuals in possession of an Airport Entry Pass, in case they have forgotten it or just lost it and not yet replaced it, can obtain authorization to access the security restricted areas even without being escorted as long as the wording “does not require an escort because already in possession of Airport Entry Pass n…” appears on the Visitor Entry Pass.

Access with an escort is valid for a maximum of 24 hours, however the duration of the Visitor Entry Pass. must strictly correspond to the period of operational necessity, and a maximum of 3 escorted access permits may be issued to the same person within thirty days, except in cases where the need to access a greater number of times is proven.

The following are the documents needed for the application of the pass:

VEHICLE ENTRY PASS

Vehicles circulating within security restricted areas, including those of Government Institutions, must be in possession of a Vehicle Entry Pass.

The Vehicle Entry Pass must be displayed in a visible manner for the entire period in which the vehicle is in the airport’s sterile area.

Vehicles, that will remain permanently within the airport grounds, without a licence plate, belonging to either the handlers or the operator and covered by global insurance, do not require a Vehicle Entry Pass.

Different authorization areas are distinguished as follows:

  • YELLOW BAND ENTRY PASS, on a white background: allows access to the service road only;
  • GREEN BAND ENTRY PASS, on a white background: allows access to the service road and the aircraft apron;
  • GREY BAND ENTRY PASS, on a white background: allows access to the service road, the aircraft apron and the perimeter road;
  • RED BAND ENTRY PASS, on a white background: allows access to the service road, the aircraft apron, the manoeuvring area and the perimeter road.

The documentation required to apply for the Vehicle Entry Pass is as follows:

  • Application Form (Mod. Sec 07) completed in all parts by the legal representative or his delegate;

  • Copy of the vehicle registration document;
  • Copy of a valid civil liability insurance with a single claim maximum of € 10,000,000 without sub-limits either for damage caused to people or vehicles or infrastructures accompanied by an appendix explicitly stating that the coverage is also valid for damage caused within the airport grounds of Forlì, including to aircrafts;
  • Copy of the contract and / or subcontract agreement or declaration signed by the legal representative or his delegate upon which the contractual expiry date is clearly stated.
  • Proof of payment of the applicable fee.

DAILY VEHICLE PASSES

A vehicle that exceptionally or occasionally needs to enter the security restricted area may be exempted from the requirements for permanent vehicle passes provided that it is escorted each time it enters the security restricted area.

The Daily Escorted Vehicle Pass shall be valid for a maximum of 24 hours and its duration shall correspond strictly to the period of operational necessity.

A maximum of three daily vehicle passes may be issued to the same vehicle over a period of thirty days, except in cases where the need to access the sterile area for a greater number of times is demonstrated.

The documentation to be presented for the pass application is as follows:

INSURANCE

When applying for authorization to enter the sterile area of “Forlì Airport”, licensed motor vehicles, including trailers and excluding those belonging to Government Institutions, law enforcement agencies and those used for health care and / or emergency must have an adequate Third Party Liability Insurance. The policy must expressly indicate that the insurance coverage is also valid for damage caused within the flight area of “Forlì Airport”, including aircrafts, with a single claim maximum of € 10,000,000 without sub-limits both for damage caused to things and/or people.

LOSS OR THEFT

In case the Airport Entry Pass or Vehicle Entry Pass is lost or stolen, the Holder must:

  • Immediately report to the Public Security Authority;
  • Immediately inform the employer;
  • Immediately inform the Entry Management Office for the immediate deactivation of the pass.

In order to obtain a duplicate, the Holder must present to the Entry Management Office the Pubblic Security Authority Report of the lost document and a Proof of Employment Letter. The stolen / lost pass, in addition to being immediately deactivated, shall be included in a special list that can be checked at the access points.

RETURN OF ENTRY PASSES (Airport Entry Pass and Vehicle Entry Pass)

The Airport Entry Pass must be returned by the employer company to the Entry Management Office within 7 working days from the occurrence of one of the cases listed below:

  • upon request by ENAC (Italian Civil Aviation Authority) and/or the Airport Operator;
  • following termination of the employment relationship;
  • following a change of employer;
  • following modification of the authorized access areas;
  • following expiry date;
  • following withdrawal;
  • when there is no longer need for the vehicle to access the sterile area.

Both the Holder of the pass and the legal representative of the Company who requested its release are jointly and severally liable for the non-return of the pass, which will be reported by F.A. S.r.l. to the Italian Civil Aviation Authority (ENAC) for the relevant measures.
Upon delivery, the Entry Management Office will destroy the pass and make a specific registration.
If the Holder of an expired or deactivated entry pass shows up at an access point, the employee will have to confiscate the Airport Entry Pass making a specific report.
It is not compulsory to return a Vehicle Entry Pass to the Entry Management Office, upon expiry, as it will be automatically deactivated by the system.

ENTRY MANAGEMENT OFFICE

The Entry Management Office is located in F.A. S.r.l. Administrative Office building, close to the entrance to the terminal and is open from Monday to Friday from 8.00 to 17.00. It is closed on weekends and public holidays.
During closing time, for urgent interventions, escorted Visitor Entry Passes and emergency Vehicle Entry Passes may be issued by the staff on duty at the Control Room, operational 24 hours a day.

FEES AND PAYMENT METHODS

The fees are as follows:

Payment for Entry Passes shall be made upon application, except for those companies which have been granted payment upon receipt of invoice.
Payment can be made by bank transfer or directly by Debit/Credit Card to the Entry Management Office of F.A. S.r.l.

GOVERNMENT INSTITUTIONS

The issue of Airport Entry Passes and Vehicle Entry Passes for staff of Government Institutions, on duty at the Airport, is free of charge.
